How to get a D-number and tax card in Norway

Without a tax card, your employer must deduct 50 % of your pay, so this is the first thing to arrange. Here is the order most EU/EEA workers follow.

1. Book an ID check and apply for the tax card

If you have no Norwegian ID number or D-number, book an appointment at one of the 42 selected tax offices and bring the completed form RF-1209. The D-number, a temporary identity number, is issued through this process. The card is normally ready within 5 working days, and it is not issued until the ID check is done. If you already have a D-number, you can apply online with an electronic ID or send the form by post. A tax card covers one income year.

2. Register with the police within 3 months

EU/EEA citizens do not need a residence permit and can start working right away, but must register with the police no later than 3 months after arriving. Registration is free, you must attend in person, and you bring your employment contract or employment certificate. Swedish, Danish, Icelandic and Finnish citizens do not register with the police, but must notify the National Population Register of the move. UDI: employees from the EU/EEA
